The episode opens in the present with Joe in captivity. She is surrounded by armed men who are trying to determine whether she is carrying a tracking device, they ey order her not to resist as they search her and begin questioning her. Joe quickly understands that her captors know about the kind of technology she uses and realizes why they have taken her. When they demand information about the locator, she initially refuses to cooperate. The men continue searching until Joe finally gives them the location of the device, telling them it is hidden in the big toe of her left foot.
The captors remove the locator and leave it behind as they move Joe to another location. Back at the CIA, Bobby, Tucker, Two Cups and the quick-reaction team track the signal and arrive at the location where the beacon has been left. They discover that Joe is no longer there. The team immediately realizes that the device was deliberately separated from her, meaning the people holding her understood how the CIA would respond.
The story then moves back to the aftermath of the attack at Joe's home. Kaitlyn Meade arrives at the scene while investigators begin examining the bodies of the two men Joe killed. The attackers are carrying Romanian passports, but further checks reveal that they are actually Belarusian nationals. Kaitlyn and Byron Westfield quickly connect the information to Russian intelligence, particularly the SVR. The timing raises concerns because Joe's team had recently captured Russian intelligence officer Aleksi Yurimov during the operation in Ukraine.
Byron decides to confront the Russian intelligence representative directly. While having dinner at a restaurant frequented by Washington's political elite, he approaches the Russian official and makes it clear that the United States considers the attack on Joe a serious violation. The Russian side refuses to acknowledge responsibility, but the conversation quickly turns into a tense exchange of threats and warnings. Byron reminds him that targeting an American official on U.S. soil has crossed a line.
The discussion also exposes the complicated world of intelligence retaliation. Both sides have people being held in different countries, and their conversation makes it clear that every action can lead to another response. Neither side openly accepts responsibility for the attack, but the threats exchanged between them make the growing conflict impossible to ignore.
Meanwhile, Cruz returns to Fort Bragg after the Ukraine operation. She goes back to her quarters, where Captain Josephina Carrillo is waiting for her, their relationship has continued since the previous season, and the two spend time together after Cruz's return. Away from the battlefield, Cruz begins thinking about how quickly warfare is changing.
Cruz reflects on what she witnessed in Ukraine. Cheap, commercially available drones had become deadly weapons on the battlefield, changing the way soldiers move and fight. She questions what future wars will look like and whether human soldiers will continue to have the same role once increasingly advanced technology and autonomous machines become part of combat. However, her thoughts are interrupted when news arrives about what happened to Joe.
Cruz and the rest of the team are called back to duty. They gather at Joe's house and begin reconstructing the attack. The assault initially appears amateurish, and the team questions why anyone would send poorly equipped operatives after someone as experienced as Joe. As they examine the area more closely, however, they discover people watching from nearby rooftops.
The surveillance changes the team's understanding of what happened. The men who attacked Joe may have been expendable assets whose real purpose was to expose the CIA's response. Tucker, Randy and Tex locate the observers and move against them. The spotters attempt to monitor the team's movements, but Tucker takes them out before they can gather more information.
At the same time, Bobby, Two Cups and Carrillo focus on getting Joe's family somewhere safe. Neal, Charlie and Kate are taken away from the house and transported to a CIA safe location. The attack has now forced the agency to protect Joe's family as part of the operation, confirming that the threat is no longer limited to Joe herself.
Joe is taken to Langley with Kaitlyn for a formal debriefing. Although she remains focused on the operational side of the attack, the incident has clearly affected her personally. Joe tells Kaitlyn that her husband and daughters are the ones who have suffered the most because of what happened. Her family has been pulled into a dangerous situation because of her work, and she knows that their lives may not return to the way they were before the attack.
At Langley, senior officials gather to determine how Joe's identity was exposed. Secretary of State Edwin Mullins and White House Chief of Staff Mason join the discussion as the CIA examines every possible point where Joe's identity could have been compromised. International airports, travel records and other points of contact are considered as the officials try to establish how foreign operatives managed to locate her.
The investigation eventually turns toward the intelligence operation in Ukraine. Joe points out that the fewest variables in the entire chain lead back to the Ukrainian agent who originally provided information about Yurimov. The mysterious woman had been working undercover inside the Russian SVR and was responsible for giving the CIA the intelligence that led them to Yurimov.
The CIA now decides that the Ukrainian operative can no longer remain hidden. They need answers about how the information reached the agency and whether her position inside Russian intelligence has been compromised. The plan is therefore set in motion to bring her out of the shadows and question her directly.
As the episode ends, Joe's abduction in the present hangs over the events of the past. The connection between the Ukrainian operative, Yurimov and the attack on Joe is becoming increasingly important. Something that initially appeared to be a retaliation for the Ukraine operation now points toward a much larger intelligence conflict, with Joe's disappearance becoming the latest consequence of a mission that began months earlier.
